And seeming he's staying in the building 24/7 he'll need someone in there to make sure he gets 3 meals a day, some guards to make him safe... And seeming they have guards they might as well use the extra space and put other people who legally need 24/7 surveillance... Supervisors to make sure everyone is safe.
